Previous claim marked as “sensitive”

We contacted a previous insurance company regarding shoddy/improper repair on our vehicle. (Previous owner) They couldn’t pull up all the info because the file was marked “sensitive”. Anyone gave clues why the claim would be marked “sensitive”?
