Progressive Insurance is WAY CHEAPER - Has Anyone filed a Claim?

I am getting quotes for new odyssey and a 5 year old VW. State Farm (current Insurer) is quoting me $150+$240= $390/mo for 100k/300k. Progressive is quoting me $200/mo for BOTH cars for 500k CSL.

my 2 questions are:

1) is this a scam? how is it possible its half the price?

2) has anyone had to file a claim? Is progressive as reputable as All State, State Farm, etc.?
