Nagano or Kyoto?

I’m heading to Japan at the end of February and I already have my hotels booked however they fully refundable. We’re spending 5 days in Tokyo and then we have 3 days to spend in Nagano. I was thinking maybe Kyoto would be more interesting and it’s not much further. Any recommendations. Nagano seemed interesting for the Jigokudani Monkey Park and a more snowy winter feel however Kyoto seems like it would be more traditional and interesting. Obviously it’s personal preference but any thoughts would be appreciated.
