Tiktokkers pretending they're supposed to be in the kitchen

I've been seeing a lot of tiktok/instagram posts where someone will dress up in a hi-viz vest or suit and tie or some other important-looking clothes then walk into the kitchen of a restaurant with a clipboard or toolbox and pretend they're supposed to be there. For some reason nobody ever seems to question them or ask them to leave.

Today it happened in our kitchen: a younger guy, probably around 20, came in with a clipboard and just stood around the employees scribbling onto it every now and then before moving on to the next area. I saw him from the office and he even fooled me for a little bit, and when I left the office and asked him if he was from the health department or something he turned and left the store immediately. I thought it was strange but didn't connect the dots until a few minutes later when I remembered the tiktoks I've seen.

What do they gain from doing this? He didn't seem to be recording so it probably wasn't for social media, and I caught a glimpse of his clipboard and it was just scribbles on a blank sheet of paper so he definitely wasn't actually supposed to be there. This trend is kind of annoying and I don't understand the reason for it.
