Driver blocking pedestrian crossing

If you are a dumbass brainless driver who blocks pedestrian crossing, then you deserve people put rock, trash and whatnot on your car.

Don't know why, but I see this often around Mont Kiara. Bunch of entitled drivers.

Can we do something about this? Aren't there any laws here which prohibits blocking pedestrian crossing? I'm an foreigner, so I'm not that familiar with the laws here.
