Nelson's Skirmisher Trait

Hello, I have a doubt about the Nelson's Skirmisher trait.

In the book, the ability says "move any direction as a free action" and in the Comp/Con doesn't say it is a free action.

It is a free action or not? Because if it is, then it cannot be used outside your turn, and neither in the turn after you brace.
