Ios 4 no tweaks in settings

The problem is: Cydia installs tweaks, and shows them in installed, but in settings just nothing. I tried to install with autoinstall folder with computer, different versions of tweaks - no positive result. Doing this on iphone 4 ios 4.1. and on 4.3.5 same
