Dispensary bi-laws on refillable torches/lighters

Recently we’ve had a surge of people asking for concentrate and by association we’ve been selling more dab and concentrate smoking equipment. A lot of request were made for torches. It was brought up by a passerby that propane, butane, and refillable accessories are not able to be sold in ms dispensaries. After checking the laws I could find on it https://www.dor.ms.gov/sites/default/files/Cannabis/Medical%20Cannabis%20Dispensary%20Regulations.pdf I’m seeing that it’s specifically propane and butane that is non sellable meaning the refill cans. It doesn’t say anything about refillable items. as far as the torches and lighters go. The items themselves aren’t being sold as butane or propane, it’s just the lighter and torch that is being sold. Technically no transaction involving them would be for butane or propane, else it would extend to selling regular lighters.

Looking at chapter 15 section 105 is all I can find on it and it seems straight forward. Does anyone have any verifiable knowledge on the subject. I’d like to sell the equipment needed to use our product with the product.
