Would a Sweetwater hat beat a Eternal hat?

Hypothetically speaking if you could get a Aquarius crown and x scroll or icog the thing on a unlimited budget for attack then transpose to sweetwater would it beat out a eternal hat with the same kind of scrolling? Asking... because curious.
