Team composition - what is better?

Do people think having a balanced team in terms of levels is better than a top heavy team? My Mercs for money is as follows: OML lvl 100 Deathpool 90 Deadpool 85 Daken 66 Pandapool 46 Should I level up Deathpool before I work on Daken/Pandapool? That’s the way I’m leaning right now, but wanted some other perspectives. This is for Battleworld which is coming up.
