Clarification on Differences between "Tumor" and "Cancer"

The passages exclaims ">75% of people do not develop cancer" not that they do not develop tumors. It may sound dumb, but are all cancerous tumors considered "cancer". Or is there a designation to which how big or spread out the tumor most be to be considered having a diagnosis of "cancer".

Also is this a case of B being wrong or D just being a better answer?
