FBW A380 performance check

Getting around 10fps at medium sized airports like Maccosim Manchester (EGCC) with decent game graphic settings, average LOD settings, and the 4K dev version of the A380 with cabin loaded. And god forbid me trying to load the A380 at IniBuilds Heathrow or Dubai. Does this sound about right for my specs below or is it less than it should be?

i7-9700
RTX 3070
32GB RAM
Game installed on an SSD

Also, what would be the highest priority and lowest priority hardware to upgrade for better performance with this PC?
