Unlocked in armory??

Can anyone help me out with this? I want to get Daryl Dixon as an operator but the hovering over it says “unlocked in armory” I looked at all the challenges and there’s nothing so could someone explain it to me? Will I never be able to get him as an operator or what? Sorry this is my first time doing this stuff 🙁
