Great QB on pathetic teams

Archie Manning and Matthew Stafford seem to occupy some unique real estate. QBs who were considered among the best of their era, but who had long tenures on bad teams. Here is my criteria:

- QB on a team at least 8 years

- Few winning seasons and playoff appearances

- No play-off wins (while with that team)

- Still considered a star in the league

Am I missing someone? Is there another QB in the Super Bowl era that qualifies? I considered Derek Carr with the Raiders, but am missing the star element (in my opinion). Stafford winning the SB with the Rams is not on the table. We are only considering his time with the Lions.
