Why does my polish never dry properly?

Why why why does my polish never fully dry between layers? Every time I paint my nails with regular enamel polish it’s like it will never dry and then I touch something and it wrinkles or gets a scratch. I

Info: the polish is Olive and June and I used a Sally Hansen base/top coat. I waited about an hour between each layer and the polish was definitely dry to the touch before adding the next layer. I even used the Olive and June drying drops on top. I don’t want to always have to do a gel manicure just to get a smooth manicure. What am I doing wrong??? 😫
