Why don't NATO, russia and china all sign a non-agression pact that legally binds all parties to not decleare war on eachother. Is that really so difficult?

Russia has been saying for decades that nato is a huge threat to its security even though it never has been and china doesnt want any smoke aswell. Why don't the all just sign a legal document detailing all the steps that would breach a security agreement and just shake hands? Nobody wants war and yet everyone is beating the war drums at the same time.
