Who created humans?

So my partner got me The Poetic Edda for Christmas and there were something I found when I read back. So in the Voluspa the witch says “you greater and lesser children of Heimdall” assuming she’s talking about humans, does this imply that heimdall created humans? Im still new to hearhenism I just want a explanation:3
