Notarized copy of Passport (Tennessee)

Hello. I am from Tennessee and need to get a notarized copy of my passport but so far no one is willing to do it since I believe TN has strict laws on what can be notarized. But I need this for my student visa application that I will mail to the Korean embassy in ATL. Any advice?

(Update: Thanks for all the advice! I wanted to tell you guys that helped that I have found a solution to this since I reached out to the Korean embassy in ATL. But I will keep this post up in case it helps people in a similar situation.)
