Does 30fps look worse on OLED?

I've heard 30fps looks worse on OLED due to instant pixel response times or whatever. Is that true? I plan on buying LG C4 42inch for PS5 Pro and XSX. A lot of console games don't go over 30fps so I'm wondering if 30fps is a worse experience on OLED.
