What methods do you use to make ocs?

How would you make characters/ocs from scratch?

Say I don't have a story but want to learn concept art where should I try to explore ?

I do love cyberpunk, the apocalypse and stuff scp and the backrooms And horror so I know what stuff I could generally work with. I kinda want to do some practise without making huge stories
