Creeper at the lamppost in episode 1 - possible spoiler

This may have been answered long ago and I just don't remember. I started the show over again before jumping into season 7 and I don't remember if we found out who was watching Claire through her window of the bed and breakfast when Frank comes back during the storm. I don't know if it was even ANYONE significant to the story unless it was only to set a tone for the rest of the episode?
