Pc wont turn on and touching the metal screws shocks me

Title says it all, but i just got this pc built on monday and just tried it out for the 1st time today once i got my monitor delivered. The problem is when i tried turning it on, nothing happened, i tried checking the power cord and found that it works if i angled it a certain way. Doing this, i also found that the case is electrified. Also, for anyone wondering, yes, i have proper 3 prong wire for grounding.

What could be the issue?
