Punishment?

My son is in 1st grade. He's intelligent, and not a trouble maker, but he does not finish his class work. Almost every single assignment we have seen is not completed. His teacher tells us almost daily that he's not focusing and finish his work. And when we ask him, he says he just wants to get it over with, which is funny because he doesn't even complete it. Now, he has not been diagnosed yet, we are in the process of that. His pediatrician requested that we, and his teacher, complete a Vanderbilt assessment, which will be taken to his office today.

My question is, what should we do about him not completing his work in the meantime? He loves electronics, so our usual punishment is no electronics. But if he is diagnosed with ADD/ADHD, I'm feel like it's unfair. If he can not mentally focus because of a potential disorder, and I am punishing him because of that?
