How are u getting ur weapons and armour?

So im lvl 20 in act 2 and my armour and weapons are definitely falling behind. I’ve been having properly shit luck gambling and when I do find a decent white or blue I can only add like 2 attributes to it so it can’t rlly compare to the rares I have and i normally just end up selling it.

I’ve just been continuously adding quality to all my stuff as I’ve been going but now I can’t do that either.

So please tell me how I can get semi decent armour and weapons or is it just a case of refreshing the start of act 2 over n over till I get something good?
