Is EnergyBlade looking juicy with the new support gem? Any well-known EB builds or guides?? What do I level as?

Title + I was wondering if EB is a good leaguestarter. Is it worth leveling? Do the new numbers look as good as I think they do? And my other concern - with tattoos, and EB being a type of 'stat stacker', is it going to be worth taking this league?
