What is a good GPU

Im getting a PC soon and I'm not entirely sure what's in it so I can't give specs to help provide answer to my question. I want to know what's the best GPU that can run any vr game at like average settings and look and run amazing. I also want one that can do any game today that can have it run smooth 120fps at regular settings like medium per say. That is more on a Budget friendly side.
