Am I doing something wrong to get scatters?

I have been pinning every postcard that I get a gift for and only two scatters in 1.5 weeks. None from any of the recent players who’ve I’ve added in the last 5 days. Almost all are new postcards. Tried duplicates on a few of them to see if that would be a trigger.

Is there a secret to getting them that I don’t know about?
