Stop sign runner at kids bus stop

Hi everyone, I'm trying to police my daughter's bus stop some because it's a fairly dangerous intersection where people often run a stop sign after coming over the crest of a hill. Yesterday I got a verbal warning from PA State Police because I stepped in front of one serial offender and was reported for it. The office told me to collect plate information and he would be able to follow up. I intend to adjust my camera placement so this isn't as difficult in the future, but this fully loaded pickup with a dump trailer never even came close to stopping. I'd like to get the plates. Is anything - even a partial able to be recovered from this video/screenshot?

Thank you so much for any help. Also, if there's a program I an even buy myself that you recommend, I'm fine paying to see some tickets handed out.
