Making travel dangerous without "Random Encounters"

I'm not a huge fan of random encounter tables since they are mostly always all combat. Our sessions are usually about 3 hours and if I'm going to spend the time on a random encounter combat I want it to have some stakes and have a decent tie in to what is going on. I like to pre-plan encounters and if the players roll and they are going to have one, I have one or 2 planned out.

That being said, I also want my players to feel that travelling around while their is a horde gathering and a war starting is dangerous.

I was curious if anyone came across any encounter lists/tables/ideas for travelling that weren't just the random encounters listed in the module?
