Guy in black is trying to join my Colony

For some context, this is my first playthrough after getting ALL of the dlcs at once, so I'm kinda just rawdogging them all at the same time, and I'm now in a situation where I have 9 colonists (5 are temporary and leave like tmrw), a solid base and no problems, and there's this random guy named Jut tryna join my colony, idk his childhood or adulthood, he's pretty smart (14 intellectual), he knows a lot about the void, he won't take no as an answer, and finally, he's not telling me everything... WHAT DO I DO. please help, ty
