Progression going forward

I need an idea of what to do. Account age is 10 days old it was a jumper so really only 3 days in this kd.i have spent around 120 so far but don't feel much progressed. Most purchases have been legendary pop ups and some other things here and there. I have gem supply and scrolls also purchased. Any tips on what to do to gain more power. I know I need to push commander levels and level the city up but what else?
