Stray dogs kaise pakadwaye?

A stray dog bit my dad today and there have been multiple cases of it. Kisiko pata hai ki ye kutto ko kaise pakadwa sakte hai?

Also my neighbour aunty keeps those stray dogs and takes no accountability of them, can I do something about her as well?
