Where do I fish up the Small eel?

Ive seen posts saying Shadow Vaults / Purification Temple. ive bout an hour each place, with no luck. Given the "not so epic" title, i reckon i wouldnt be that rare, so maybe im fishing the wrong places.

Any1 got the Small eel from somewhere else?
