Thinking of moving to City Heights, what does anyone have to say about the area?

I am from Tijuana, moved to San Diego a year ago to Downtown. The homeless situation here has not been a problem at all. I know City Heights is not the prettiest area but I want to know if it's really that bad. We wouldn't go out walking at night that often but it would still be nice if it were possible.

We are mostly worried about dealing with neighbors, like living next to a family with multiple kids, people playing loud music at night, etcetera.
