Possible roadside scammer Bellevue

Today as I was exiting 405 in Bellevue(exit 13 N-bound), I saw a car pulled over to the side on the exit ramp and the driver (I suppose he’s the driver) was waving me down. I pulled over in front of his car (3/4 of my car was in the emergency lane), rolled down the window on the passenger side and asked him what does he need help with. He said “can you pull over (more)? you are in the road”. I then moved my a little bit more to the emergency lane and asked again what he needs. I was cautious not exiting my car as I read about other people posting here about roadside scammers. I assumed that because he saw that I didn’t intend to get out of my car so he asked me again to pull over. I ignored that and asked again what he wants. At this point, more cars were exiting through the ramp and he just went mad and yelled at me “Go mfer!”
