Experience with RUBS utility method

Anyone have experience with Rubs utility method? Ratio Utility Billing. An alternative for metering. Divides usage by number of tenants etc. It’s for a rental I applied to that’s a converted home into several units. Trying to figure out how or if this affects utility allowance. Caseworker doesn’t have any answers yet.
