Maybe it's about not letting in rather than leaking out of the Severed floor

Re watching S1 to get ready for S2. Also apologies if this was discussed before. As we know Kier said he controlled his 4 tempers and achieved a state of total control let's call it elevated state for lack of better words. May be this elevated state of the human mind has some powers and the people on severed floor are an experiment to get them to that state.

It's more of keeping the outside world outside and not letting it influence the tempers of Innies. The numbers in Macrodata refinement is just one way to train an innie's mind to achieve that elevated state, by letting innie feel for the tempered numbers. I don't think 4 tempers represent the 4 main characters, I believe each character has all the 4 tempers in them in different proportions.

We can see everything that's used inside Severed floor is of Lumon production so that the innies are not influenced by anything of the outside world, even the watch that Mark wears, the outside badge everything is changed before he goes in. And that's why Rickens book was a big no no inside the Severed floor.

The other departments also is just one more way to train the mind to control the tempers for eg with Optics & Design through their artwork and I think one of the reason Irv is drawn to paintings is because his outie paints but was also was in military(which is logical/disciplined) and maybe that's why innie Irv is in Marcodata refinement.

Even the departments are layed out as a puzzle and in Petey's map we can see the "Mind" in the middle (Just architectural representation of getting to the elevated state of mind maybe. And thats where the central hub is and Kiers Consciousness is stored & Kier is the board)

All the innies in the severed floor are part of this experiment and Lumon wants to have a controlled atmosphere because just peeking through a window might trigger unwanted/unkown tempers in the innies.

Coming to the chips inserted when severed, they are a switch and memory device which stores all the innies behaviour/temper/memories which turn on when on severed floor or when activated remotely. And the chips are very important pieces to solve the puzzle. If you notice, Petey's chip would have been burnt if left alone but Cobel made sure it was retrieved back. Lumon was not worried of data leaking out as it would have been destroyed with Petey's body but Petey's chip was needed as one of the data points and once it was uploaded the chip itself doesn't have any value. Also after the innie retires I suspect that the chip data is uploaded back. Now that I think of it, maybe Kier had this wish to live forever and is experiencing life through these uploaded data stores or something. And Bert tells to Irv, Kier doesn't only communicate through handbook but through other ways, maybe Kier is trying to build a hive mind or something (pure speculation)

And now using these data from the chips, Lumon might be creating new personas and uploading it to a human body. With Miss Casey/Gemma, we see this. Maybe in her accident she might have suffered severe injuries and was brain dead and may be even many parts of the body not functioning. Lumon takes these bodies (of people deceased/almost deceased) and revive it through their medical technology and implant a new mind/persona that was created/trained by all the previous innies chips. If you notice Casey is very robotic and doesn't emotionally fluctuate which would be the case for most innies. And maybe the Goats 🐐 are used for tissue culture and add parts to human bodies. Maybe this elevated state of mind of some people is how Lumon can create all these new technologies(code detector elevators).

And Severance is offered to Rich & Politicians (who don't want to suffer through difficult times in their lives) is just deal Lumon have so that they have funding and political support and carry on without legal implications.
