Couldn’t jaw titan of left titan form?

I seen what people say that titans body stay but when colossal titan attacked the wall for the 2nd time they say it vanished instantly so why would other titans not be able to do the same? If it’s a special ability of colossal why did eren say that the war hammer was the first titan to not form from base of neck if colossal could vanish and appear instantly it would not start forming at base of neck it would just be instantaneous.
