does the average citizen have the ability to buy holodeck tech or is it exclusive to starfleet

lets say youre the average citizen, living on earth, you have a modest income or the equivalent of modest wealth, can you say build a holodeck room in your home, if so wouldnt the insane malfuctions that have happen on the holodeck occur in the average household?
