Agent 4 in Side Order?!

I recently discovered that Agent 4's palette is available, but not Agent 3's. Does that mean she has a bigger importance in this story?

AND in Smollusk's secret notes, it says that Agent 4 was used as a template for the Parallel Canon. Is she just a template, or is she still trapped, just like Marina (Marina Agitando)? If that's the case then please someone figure out how to save her. She is worth it.
