Did civilians truly see the Empire as human-supremacist and sexist, considering that Mas Amedda (a non-human) and Sly Moore (a woman) were members of the Imperial Ruling Council?

I do know that Sate Pestage took over Amedda’s role but I don’t know what happened to Moore according to the lore.
