Does Steam Offline count play time?

Hey guys, I know this question has been asked so many times but I've never found an actual response.

This week I won't have any internet access and I was testing if playing Steam games offline would still count as time played. I read here on the sub that it does count them, but only adds the hours when online to be able to sync.

Thing is, I tried it with Terraria (fully updated) and it doesn't count the time. Also tried on F1 2016, nope. How do I tell? Basically it says "last time played: yesterday" but it should say: today! So I'm guessing it's not syncing. Am I right or am I doing something wrong?
