ECU PID Help

I've been trying to tune this PID for my ecu for 3 days now with no results. I've started with a value of 0.1, which seems to work but doesn't ever reach the setpoint. I've tried adding some integral, which slows the response a lot. and adding any derivative doesn't do anything. This is very frustrating, any tips are much appreciated
