Should I remove or cover?

Hello, I have a large outline tattoo on my leg that I got when I was 15(obviously by a shady place. Was not legal). I have always loved fairies and still do but wish I hadn't gotten them tattoo'd on my body. So question is, should I remove and then cover with a botanical design similar to the ones in the pictures or will I be able to get it covered with a few well placed flowers? Hoping to keep it mostly black with minimal colour.

First pic is my tattoo,other pics are designs I love. Hoping to cover a couple of tattoos I have with more botanical styles so it would continue over my body. Arms, hips, and some on my back. My leg tattoo is still pretty dark after all these years and some of the lines are raised due to poor work and bad inks. This tattoo artist was really bad and has left many people scarred for life. I do not believe he is still tattooing today
