[US-MD] Landlord flooded my apartment. What are they liable for?

So on Thursday my apartment’s water heater was replaced and the maintenance staff didn’t quite do their due diligence in testing the equipment properly. Something attached to the new water heater failed a few minutes after staff left my apartment (I was at work) and I got a call from my complex while I was on my way home saying there had been a flood in the apartment. I had to get my cat out and brought her to my mom’s house for two nights. This afternoon I received a call from the complex saying the apartment was dry and ready for me to go back to it. However when I arrive absolutely everything is out of place, my apartment had been turned upside down presumably for all the different treatments. My area rug was left outside and is currently covered in snow. A second area rug I owned has just disappeared. Everything inside is covered in a fine layer of dust and debris from god knows what. The entire apartment is so much messier than when I left and I just don’t have the time or energy to get things back in order. Since they are at fault, what are they responsible for? I can’t imagine it being acceptable for them to leave the apartment this much of a mess without at least paying for a cleaning service. Will I still need to pay my deductible on any renters insurance claims I make? Can I try to just get my renters insurance to go after the complex?
