Octavia in Prison just for being Born

I have watched this show multiple times through and one thing has always bugged me: Octavia being in prison. It makes absolutely no sense to lock up someone who could be of use to society in some way simply because she was born. She is a drain on their incredibly limited resources without contributing in any way at all. (Really all the prisoners are, but they at least committed “crimes” to get locked up). This is one thing that the books did better. Octavia isn’t locked up because she was born, after she is found out her mother is floated. Then she gets addicted to pain killers and goes to prison for stealing them.
