Anyone got any tips for the navy?

So even though I got this pretty good catch with the Chinese navy, it cost me a bit. So does anyone have any navy tips to prevent unnecessary losses like this? (And no, the fuel ain't the problem, since I'm sending all my fuel to the navy, and my army and airforce is starving instead)
