Charging for Cleanouts now???

I've sold several items on Thredup over the past few years and also bought more than a few. Going through my closet for the seasonal change and now noticed that ThredUp charges for sell out bags and also there is a $14.99 FEE? I don't remember paying any fee OR paying for a bag last year! When did this take effect? They don't pay much anyway but I felt good about selling there. But if this is the case, I'd sooner just list my stuff on my local "BUY NOTHING" page. #Disappointed!
