TikTok always says no violation on my reports?

I reported an account for impersonating The Rock, its literally an account playing a loop of The Rock on live and TikTok says no violation? I also reported an underage user, it was a 12 year old on live and she even had her age written in her bio. The minimum age to go live is 16 and minimum age to have a TikTok account is 13. Yet again, TikTok says no violation. What's going on?
