Good dealers in the DMV area?

Has anyone in the DMV had any luck with finding at/around MSRP? I’m hoping to snag a XLE AWD with the premium package or better, I won’t be buying this month but I just wanted to get a read on the dealers. I’ve been looking online at the stock and it looks like everyone in a 30 mile radius of me is selling at least 3K above.

I am military so I’m going to register in my home state (side note, I’ve never done this at a dealer before if anyone has any experience with this do they handle that or do I need to?) so not concerned with buying out of state or anything.
